Mr. Mustain Zahir explained that “interim government” is not a foreign concept in Bangladesh. The 1996 amendment to the constitution stipulated that at the end of the cabinet's five-year term, an caretaker government would be formed to oversee general elections to form the next government. This made regime change possible in Bangladesh in the 1990s and 2000s.
However, after Hasina came to power in 2009, a constitutional amendment in 2011 abolished the caretaker government system, and the regime's electoral meddling brought Hasina to power four times in a row. Then, in 2024, the student and citizen's Monsoon Revolution toppled the Awami League government, and the interim government reemerged.

While the sole task of the caretaker government under the previous constitution was to manage the general election, the interim government of the Monsoon Revolution had two more tasks: restoring order and transitional justice, something that all political parties in Bangladesh, including the students and the military, agreed on, with only exception of ousted Hasina's Awami League.
In the three months since the interim government took office on August 7, 2024, there has been full restoration of normal order, which had been shattered by protests and violent responses.
According to Samia Akhter's statement, committees have been formed with six sectors of transitional justice: (1) unearthing and documenting the truth, (2) criminal prosecution of those responsible, (3) compensation and rehabilitation of victims, (4) institutional reform to prevent dictatorship, (5) development of programs to increase public participation, and (6) cultural responsibility to ensure human rights and peace.
According to an October 19, 2024 article in <The Economic Times>, an English-language newspaper published in Dhaka, if the program for transitional justice is successful, general election for the next democratic government will probably be held in 2025.

“Transitional justice” refers to the justice that should be realized when a society passes through a period of rapid change and moves to the next stage of development.
This concept "transitional justice" is not familiar to Koreans. That's because it's never been practiced. When Korea was liberated from Japanese colonial rule, transitional justice was not realized, resulting in the failure to crack down on pro-Japanese factions, compensate victims, and honor independence fighters.
The aftereffects of this are still felt today, most notably the dictatorships of Syngman Rhee, Park Chung-hee, and Chun Doo-hwan. The remnants of the dictatorship are still a major political force in South Korea, and the victims of the dictatorship have not been honored, not to mention being compensated, or even recorded.
In contrast, Bangladesh's Monsoon Revolution created a interim government that is independent and neutral from all political forces and is committed to transitional justice. This includes documenting the truth, compensating victims, punishing perpetrators, and initiating institutional reforms.
If Bangladesh's interim government gets transitional justice right, the next government will be able to run a democratic country in a relatively stable and peaceful atmosphere. (jc, 11/22/2024)
